Upgrading low value-added activities in global value chains: a functional specialisation approach

This paper aims to identify patterns of functional specialisation (FS) in global value chains (GVCs) and determinants upgrading them for selected Central Eastern European (CEE) economies. By combing the World Input-Output Database with data on occupations, we reveal a new FS pattern among subgroups CEEs. Poland Slovakia have an unfavourable GVC position specialise low value-added fabrication function. In contrast, other CEEs competitive advantages high tasks: Baltic countries Slovenia management services, Czech Republic R&D. We factors different types GVCs. The wages convergence developed economies, strong backward linkages support path higher almost all business functions. Higher GDP per capita lower economic distance Germany allow escape from ‘factory economies' status also generate R&D activities.
